For the car to be street-legal you will need a late-model version of the engine, ie the 18R-GEU (fuel injected). This is because the engine is not allowed to be older than the car, for compliance with emissions requirements. The RA63 Celica came with an 18R-GEU from the factory so you shouldn't have too many dramas acheiving this.
Performance with this engine will be far from staggering, but it will be a huge improvement over the 21R-C bucket of poo you have now.

Would the 18R-GEU bolt straight in tho ? cause a mate tookj out his 21R-C only to realise that the 21R-U was the japanese model and the mounts where different so that was a pain in the arse

If you get an engine out of an RA63 then yes it should bolt right up.

getting a enegine for the ra63 will be basically impossible. As i said im thinking engine mount problems would be your big worry. prolly not worth the effort just for a 18rgeu.

Most 18R-GEU's would have come out of an RA63. What makes you think it would be just about impossible?
He wants to replace an R series engine with another R series engine, so I can't see how mounting the engine will present much of a challenge.
