ok well i called up Toyota and they said the timing chain tensioner was $75,
then i called Auto one and he said the upper tensioner is $30
the lower tensioner is $40 and the plunger is $10

now i'm guesing the price toyota gave me would be for all of these 3? correct?

also what is a plunger?
also for all those guys out there with 18-RC engines is it possible to change these 3 parts by simply taking the radiator out ect and not having to take the head or sump off?

any tips or advice would be welcome Very Happy

The sump doesn't have to come right off the car. Just drop the oil, take all the bolts out and let it sit on the crossmember. The hardest part will be getting the crank pulley off. The tensioner sits down near the sump and is pretty easy to change - only a couple of 12mm bolts from memory. The plunger is the rod that comes out of the tensioner and acts on the chain.

what about the upper tensioner? can you get away with just taking the rocker cover off or do you nned to take the head off as well?

Can't help you there. Never pulled the top end of an R-C apart. In fact, I've never even pulled the rocker cover off one. I just know about the bottom end from my R-G build.
