Hey there
well, it depends on what power u want / how much u wanta spend.
For a start - get some better compression = more power. Get a 3K Head, or if u can find one, a 3k Bigport head. Then u will need some sort of inlet - so many options... side drafts, webbers, etc. Ull need an inlet device, use a 4k inlet manifold, or try and find a 3k bigport inlet manifold.
After u have the head and inlet stuff sorted, get some extractors (4:2:1 or 4:1) and a 2" exhaust - 2" is a pritty good size for these motors when u work em
Cam - Well, ull want to get 1 thats got some kick.. im not good with cams, so best try and find some 1 who knows a lot about them lol - but u can get cam regrinds for about $100 or less.
I can find u a stock 3k head, and u could get that ported - people do that!
Or u could ditch the 4k, and get a 2T / 3T (use the stuff from a t18 corolla, same vintage as a ke70)
lots of options !
