	I used to do this sorta shit in win98se.

	The easiest way to do this on a stand alone box, ie not a member of a domain, is to use NTFS permissions.  Control panel applets are .CPL files, if you remove access to these files in the NTFS security settings then the users will not be able to run them.

Done that 3 days ago... still doesn't work... I think the hard drive image I am using is stuffed
