I doubt the problem would be a crack in the block, as the compression is low across all cylinders and even across three of those cylinders.
Perhaps it is a wear issue, maybe piston rings.
If this is the case, you could hone and re-ring the motor and it could work out fine.
By removing the head you can inspect the condition of the pistons and cylinder bores, valves and head chambers. If all is good, a valve grind, rings and hone could see you good.
Remember that 2T-GEU static compression wasn't high to begin with. If you're pulling the motor down to re-ring it, you may like to add some higher-compression pistons. 9.7:1 was available from factory for 2T-G.
The part number you've specified is not a head casting number. The head casting number can be found at the front of the cylinder head, to the exhaust side. Will be 11111-882##.

Rings would burn oil wouldn't they?
Also how much would i be looking at for high comp pistons?

It is possible to have lower compression without burning much oil.
Have you done a wet compression test? (Put in some oil, no more than half a capful, into each bore. Let sit for a minute then re-do your compression test.)
If the compression goes up it will be rings, if it doesnt change much it will probably be valves.
