1974 TA22 has 13x4.5 inch rims...
i'm not 100% sure about the laws in sydney, but from memory if the car is pre 1973 then you can go to 7 inch wide. after 1973 then the law specifies only 1 inch wider than standard. although i'm not completely sure of this, look it up, it's not difficult to find on the net...

the "J" means it's a safety rim. that means that the tyre bead is held in place with an extra bead moulded into the rim so that the bead "shouldn't" come detached in case of overload, deflation, etc.
as for the rolling circumfrance, i can't help you out with that right now. there are plenty of online calculators that can work this out for you, including what tyre sizes will retain your correct spedo calibration. i have lost the link right now, but somone else may know of one.

But i need them in normal tyre terms to calculate it
i can see it says 13's.....and they are 165's.....but i need that middle number

Manipulate,
The 165 SR 13" is a 82 profile tire ! Any Decent Tire place should be able to provide you with Rolling Diametre figures.
The Rolling Diametre of the Dunlop 165 SR 13 is 596mm You should be able to get a photocopy of that from any of the older tyre places for your engineer.
In NSW the legislation on wheels and tires is pretty tight you need to refer to "Vehicle Standards Information Sheet No. 9" You want to get yourself a copy of it to make sure you don't waste your dollars.
Rims width depends on the RTA recorded weight of your vehicle as well as the age ofthe car. PRE Jan 1973 can fit a 7" rear rim (For a celica anyway)
After Jan 73 you are limited to a 6" wide rim (1 1/2 over standard) if you use the factory diff and axels. The legislation is based on the axel used not on the car its in. YOu are allowed to owner certify a 1" increase but to get the extra 1/2 an inch it needs to be engineer approved.
Overall Diameter limit is 15mm variance. (above or below)
I know your probably think F*#k it who will know. You hit something expensive you insurance company will use any excuse not to pay !
As a point of refernce the RA23 has a 5" factory rim My Celica has a RA23 diff so I can actually run a 6 1/2 Inch wide rim if I want (Make sure you keep it in track tho. Track can only vary 25mm from memory)
Hope that helps
