I have downloaded a Backup copy of a game I have.
and after extracting the .rar files I only got two files:
A .bin and a .cue file,
Is there something I'm missing or did I just spend 12hours downloading nothing.

The cue file is a cd layout and the bin file a full copy of a cd, not just regular files to be burnt to cd. At least you have one more drink coaster now .
In nero (other programs will be similar), cancel out of the wizard and go to
File --> open
Then drop down the 'file type' menu to search for .cue files or all files.
Locate your .cue file and voila, you'll be well on your way to burning goodness.
