Full guage = full tank? Seems as though that is what it is supposed to read.
If fuel sender is stuffed simply remove and replace with another!

Generally this is the procedure for fixing the sender:
1. pull existing one out of fuel tank
2. take it to a wrecker to match it to a replacement
3. pay money...
4. install replacement
5. find nearest trash recepticle for stuff one
6. don't run of fuel any more...

It should operate on a float with a pivot.
Take it out of the tank but leave it wired up.
Have someone sit in the front watching the fuel guage as you swivel the float (obviously with the ignition in the "ON" position).
may take some time for the guage to react, they have dampeners on them to stop the guage fluctuating wildly as the fuel sloshes around in the tank.

why not just take it out and move it back and forward while the ignitor is turned on so you can see if it is broken or not. No point buying another one if it ain't broken.
Just make sure you cover the opening of the tank incase a spark or something occurs
