Nah, only hit him once. Knock the mofo out, the pain of his arm will probably make him pass out anyway.
Chase down the camera guy, steal the tape, you'll need it as proof to justify running over the dude and parking on his arm (which in all likeliness he will lose whole or partial functionality of) and then smack the camera over the operators head and drag him back to the car. This should take enough time for the 40 cop cars to come. Why 40? Well, it is the US afterall

i think it was from bumfights 2. my pc at work doesnt have new codecs (i cant download) but from the audio, it sounds like it.
i remember seeing some bum go around stealing purses from ladies while the guys film it.
