I am thinking of swapping the 21R-C with an 18R-GEU and I wanna know a few things:
How much would the conversion cost?
How long does it take?
Is the 18R-GEU a reliable engine?
Has anyone else done this conversion?

Your questions answered, in order:
1. How long is a piece of string? Depends on lots of things, eg how much you pay for the engine, whether you do the conversion yourself, how many parts will need replacing, etc. It cost me less than $1k when I did it several years ago, but your mileage may vary.
2. Again, depends on a lot of things. For me, it took an afternoon with the help of a friend and an engine crane. It's really quite easy as far as engine conversions go, but if you've never done this sort of thing before you may still find it a bit of a challenge.
3. Yep, they have a reputation for being bullet-proof. That said, they're getting pretty old now so it's important to find a well-maintained example.
4. I don't know of anyone who's done it in an RA60, but lots of people have put them in RA40's and RA23's, and it's much the same deal really. Your car originally came with an R series engine so swapping in another R series engine is going to be pretty straightforward.

Except for the fact hes replacing a carb'ed engine, so the new 19RG EFI engine will need new fuel pumps and a surge tank.

True if he's keeping the EFI gear, but that's easy in his case - just get an EFI fuel tank with in-tank pump from an RA65!
