More information needed. Is the smoke white or blue-ish? When does it smoke (after starting/on boost/all the time)? Are there any other symptoms (eg poor idle, running rough)?
A busted/clogged cat won't cause smoke.

Its either turbo seals or valve stem seals.
Probably a good idea to rebuild your second turbo anyway seeing as you have already rebuilt the other one (or buy a nice single turbo).

Nope if you have stuffed turbo seals you will blow white smoke.
Black smoke is usually overfueling.

Burning oil means blue-white smoke; doesn't matter if it comes from stem seals or turbo seals.

I'd check the PCV valve setup (on the intake side especially) - these can clog and over-pressurise, pumping oil into the intake at idle. It tends to be an intermittant problem but can pour out the smoke when idling for a long time (eg at the Maccas drive-thru!).

blown head gaskets can also blow white smoke.
