G'day mate,
When you say 'cluster', you're after an instrumentation cluster right? If you've got a toolkit, Pick & Payless or somewhere like that might have one there. Is it an auto or manual? I think the auto ones have a transmission selection column in the middle..

Pick & Payless are in Kings Park (Blacktown), ph# - 9676 5355.
Try them first. If they don't have one there, ask them if they know smoeone who does, because it's most likely they will. Good luck with it. 
BTW, check out my website in the signature at the bottom... specialised for RAV4's.

Only 98-00 auto RAV4s had the gear position indicator in the cluster...it was part of the 1998 update
