HELP... Tyre track width

I am considdering the possibilities of going very old school on my ke55 coupe, by "fat and small".. I have found some 13x9 rims for the rear and 13x8 rims for the front. At first it was very difficult to find tyres for this combination as 235x50x13 isn't made anymore. 215x50x13 isn't a problem for the front as they are made for 7 1/2" rims, and at a squeeze can be fitted on the 8x13 rims. I have done some hunting around and since found some 235x50x13 tyres, but are retreads. Ultimately not what I really wanted, but will do the job.
Now for the main question....
I was told that I cannot go over the 1" extra on track width of the tyres by law. I am presuming that this is the measurement of the centre to centre of the tyres. Can someone explain how I would go about using the wide rims, if at all possible? I know there is a way of cutting the inside of the guards and widening it inwards, then shortening the axle (Tubbing), but this seems way too big a job to be engineered and probably very expensive.
As I said, I would like the look of the fat 13" wheels on the car, but if the track width won't work then I need to look at another alternative. I have seen a few cars in america with these on there cars and just covered over the outside with flared gaurds. Does this mean that it can be done and all I would have to do to change the track width, by using wider wheels and just get an engineers report?

the track is a measurement of the car, and is tyre centre to centre.
you can also not increase the rim width by that much without engineering.
i also would suggest that gong to that width, on that weight car, is also not legal.
235 width tyre ona KE is not recommended to to reduced grip under wet conditions. 195 seems to be a good size.
235 retreads will be dangerous. a good egineer will not allow it.
in the US, (depending on state) there are no restrictions on what you can do.. i think you need to speak to an engineer.

Legaly, what is the maximum rim size I can go to here in adelaide? Can I go for 13x7 1/2? Anyone know for sure, or anyone tried this with engineering advice?

As a general rule you're allowed a 2" increase on diameter, and 1" increase on width. Given that your car would have come out with 13x4.5" steel wheels as standard, you'd legally be allowed to go to a 15x5.5" wheel before the need to engineer. All this infomation is somewhat heresay, as you'd need to check with your state rego authorities as to their exact rulings.
