AE92 Fan

I have a problem with our AE92 radiator fan not starting.
I have tested the fan by connecting power to the fan and it works. I then disconnect the temperature switch and I can hear the relay switch but the fan doesnt turn on.
I believe the fan fuse is dead but where the hell is it located?? I have looked in the fuse blocks near the battery and on both kickpanels but it isnt obvious to me.
please help!!
