Searching the net I stumbled across this tale Shocked Sounds like a sick fantasy but some of the names & addresses do check out...

sounds like the guy may have issues
I'm talking personal issues here, not with the govt. His story sounds very schizophrenic - I just had a quick glance over it, but I can think of a lot cheaper and more effective ways to shut him up than the ongoing surveilance/persectuation he describes.
