Help, Whats this Sega game?

I remember playing this game as a kid, and cant remember the name of it; infact I cant evan remember if it was mastersystem or megadrive.
It was top/down style shooting/car game (youd move bottom to top of screen and the screen would scroll down) you'd stick to the road shooting stuff, and Your ride would upgrade I think it might have started as a bike, then to a car, then towards the end it gets upgraded to a flying car.. or something.
Anyone?

Its just like calling the Ninja turtles the best cartoon evah and then u watch episodes and its like WTF!, I remember the drawing was so much better.
