T series (3TGTE) oil pump question

Hi all, as you may or may not know i'm currently rebuilding my 3TGTE engine after it bent a conrod.
While building up the bottom end yesturday I noticed something a bit odd with the oil pump. In the Toyota T series manual they show a washer under the large 22mm bolt for the pressure relief valve.
On my oil pump which I purchased brand new from Toyota last time I built the engine up, it doesn't have a washer under the bolt.
I've always noticed the oil pressure was a bit low when it was running so maybe this has been the cause. Except I don't know why being brand new it would be missing this washer.
So a few questions... Does anyone have a pump out of an engine they could check for me to see if standard there should be a washer there? If so, what is the thickness of it?
By adding a washer, or 2, I understand this increases the oil pressure? I just want to check thats actually the theory behind it and how it works.
