I don't know what it'd be like finding parts up North, down here there's no trouble though. How much of the work would you be doing yourself, and how much would you be looking for others to do? Because most parts you need can be ordered by mail if you're doing the work yourself. Also, how far you looking at taking it? You want a 9000+rpm higher output engine, or something a bit milder?

I want the motor to be able to rev to 8-8500rpm for a max of 4 hours at a time, I do need to retain as much torque as i can. I want arp rod bolts for the bottom end, send the crank, rods and flywheel away to someone to be balanced.I want to have the head fitted with new stronger valves and valve springs(the exhaust ports have already been ported)a set of cams will help.a remote oil cooler is fitted as well. I will be assemblying the engine.

All quite doable, the bits are available no worries, and as long as you can find someone to do the machine and balance work for you, you should be fine. Read Bill Sherwood's page yet?

If you're mounting it in a buggy, does it really matter which way it was mounted originally?
