Could be one of the "wake up" settings such as Wake Up On LAN?

Check the power options in the motherboard bios.
Next check the power options under windows.
Third, check the power connector to the drive itself. Check that it isn't loose.

Definately your PSU. Unless its a high quality 300Watt it just won't cut it. Good thing to check for is the amp rating on the 12V, 5V and 3.3V lines. The higher the better. Most of the cheap "500 watt" PSU's at work do not rate as high as a good quality AOpen or similar 350 Watt PSU.

Too many people buy yum-cha power supplies... too many people complain about unstable computers and poor performance. See the link?

Dude,
Is there another brand ?
Just about all Computer Hardware is made in China or Taiwan.
Can you recommend a good brand of Power Supply ?
Cheers

I use the term "Yum Cha" to describe the dodgy people who make parts with cheapo parts... Antec for example make high quality PSU's by using high quality parts. A lot of generic cases come with power supplies like Codegen and the like... sure, they work, but they're not good for any serious system.
It doesn't matter what you may think, high quality power supplies are essential. Cheap power supplies do more than make a computer unstable, they also fry parts. I've seen it happen too many times.
