How do you measure shim clearances??

I have searched but can't seem to come up with any solid info on the topic.
I was just wondering how one goes about measuring up shim clearance for a shim over bucket on a 2jzge.
What tools do i need? how do i go about? What are the tolerances?
and what happens if a shim is under spec or over spec?

in short, its a cunt of a job, give it to a head place
but if you insist, you use feeler gauges like you would do tappet clearances, work out the extra thickness you need, measure the shim thats in it with a GOOD micrometer, add that to the extra you need then thats the thickness of shim you need. then you go to the toyota shim listing and see if they have one that size.
