st184 compliance plates

Ey all,
i have stumbled apon a ST 184 celica (Gen 2 imported 3sge). Its at a very good price, but that is because it was stolen and has been recovered.
The prob is that it has no compliace plates, hence it cant be registered.
As I know fuck all about compliance plates, im wondering what they do and how much are they. I have heard they are expencive. If so where could i get them cheap?

compliancing of legally imported cars can only be done by RAWS workshops (i think).
compliancing is a synonym for 'expensive workshop bill' - i'm not sure if you could do it cheaply for a legit plate.
was the car legally imported? and complianced? if so, then maybe you can get a replacement plate??
if not (e.g. not legally complianced) then you're in the same boat as anyone importing and going thru the motions of making the car legally registerable.
another option might be to make a race car out of it? and never drive it on the road.
