i've tested the horns themselves, they work fine (ran 12v through them)
tested the relay (it goes click when given a voltage)
but can't work out which wires on the loom come from the actual horn button/steering wheel itself.
any ideas?

have you checked the fuse?
also, whats known to go is the brass ring that sits behind the steering wheel and thats what touches the brass nipple.
when you push the horn, the brass ring touches the brass nipple and there is contact.
The brass ring(or nipple) wears out and then there is no contact,so have a look at that.
You can put some gasket maker behind the ring to make it stick out more and therefor touch the nipple.
P.S. sorry for using the word nipple alot

actually this arvo we fixed the horn.
the line that was providing power to the relay wasn't. had gone dead for some reason.
we found a 12v live spade connector on the other side of the engine bay, so we ran it over to the relay, and then cleaned up the contacts on the back of the wheel. all is well now.

I was going to suggest the horn button itself or the wires had fallen out of the back of the steering column. At one stage all I had to do was pull on the loom and the horn would work. Your wiring probably isn't as crap as mine.
