No it is not neccessary, But it makes it easier than installing an in tank EFI pump and provides a better flow of fuel for the Pressure pump which do not like running dry (shortens there life severely). The in tank pump may also need a well to prevent it from running dry with fuel shifting in the tank.

I have the same on my RA28, (or a VL's- the wreckers couldn't remember) it is noisy and there are very few legal and safe places to mount them on a RA28. The factory lines hardly supply enough fuel, and you don't want to go over speed bumps to fast with a low fuel in the tank. The appropriateness all depends on the car.
It does the job though, I am hoping to use an internal pump from a RA65 eventually (when I return to the real world).

why not mod an AE82 pump hanger bracket so you can put an EFI pump into your sprinter tank? why do it the hard way and have an external pump when you have such a bloody easy option??
i'm putting an intank pump into a KE20 tank, using the threaded ring from the top of a carby sprinter tank.. surely you can do the same
