Anyone encountered ZIEBART rust protection?

Im preparing to paint a MX23 and im finding im getting quite annoyed.
at first i thought the previous owner had a power steering line blow at some stage and the front end was totally covered in a gunky oily coating. I spent a day cleaning all of the associated bits that will be needing a painjob seperate to the body.
now im prepping the front gaurds and noticed this gunky oily coating is fucking EVERYWHERE and i can only put it down to the aftermarket rust protection.
so picture everywhere except for the visible paint on the body being covered in dry sump oil from a diesel truck thats been across the nullabore 100 times.
at the moment im working with "white spirits" to get it off but is there anything stronger that i can use that will still allow the undercoat and paint to stick to it?
FINAL NOTE: ZIEBART IS TEH DEBBLE!!

Have you contacted the people that did the rust protection? They may be able to tell you how to prep it (and if they can't you will be able to vent your frustration in the appropriate direction).
With fish oil you paint over it after it goes hard, but htis stuff sounds like it hasn't hardened.
If the MX23 is a 2dr then you should abandon the project immediately and give it to me

yeah searches have found a ZIEBART franchise in wollongong. Who knows when it was done. but ill call them soon enough.
on some parts of the car it hardened like fish oil, in other parts well its like soft dry sump oil. PITA!
yes its a 2 door (with black interior!!), no you cant have it...

Maybe try using POR15 "marine clean" to get it off.
I know this stuff works wonders on fish-oil, so maybe itll do the same with that stuff.
