rule of thumb (for Qld conversions): if the transplanted engine (and it's induction/fueling configuration) was also available as a factory option for your make/model of vehicle then no blue (mod) plate required.
note of caution: an overly zealous safety certificate inspector might baulk at having different engine model to the build plate on the car - highly unlikely tho. In this case, find another inspection station as you're obviously dealing with a tossa.

actually, if you don't tell QT that the engine number has changed your car is not legally registered as the rego details will no longer match the physical details of the car.
There shouldn't be any need for thinking here, if you change the engine, you have to tell QT - whether by a simple safety insepction (to cover the engine # change) or engineering the change and getting a mod plate from the engineer attached (and lodging relevant mod-plate paperwork with QT).
(this aplies to Qld, other states unknown)
