change gze supercharge to turbo? help

hey guys just wondering what you would have to do and what dollars to think about when puting a turbo instead of the supercharger,
also is there anywhere in syd or any one that can help me with a engineers certificate!
its a ke20 with a 4gze(no s/c)
since theres no supercharger i want to turbo it,
the engineers certificate is a major problem for me as im out of funds,what will happen if i drive the car with out a engineers cert yet have rego?

i would budget 3 grand
assuming that you havent allready made an exhaust for it as you will have to make up a custom dump pipe and have an aftermarket ecu allready.
