Do you need another cat besides the primary?

Hi,
Looking at getting an exhaust made up for the aw11 and I'm tossing up between either
1) getting a dump made, a new cat, and the rest of the exhaust made up to suit the mufflers I already have (B-pipe with flex bend etc)
2) just getting the B-pipe made
Now, if money wasn't an issue in this already costly conversion, I'd just go for option 1.
But I'm thinking of going with option 2 until funds allow (well when the Minister of Social and Financial Affairs allows me to ). That is, unless I need to run another cat besides the primary cat (pictured below), then I might as well bite the bullet and get the thing done properly to start with.

JDM 3S-GTE powered MR2's only ran a primary cat, so you shouldn't need more than that to pass emissions etc
.....although, having another look at the pic that seems to be a GT-Four 3S, I'm not sure if they ran a secondary cat or not....

It is indeed a JDM ST185 3SGTE, but from what I've seen, the differences between the MR2 and GT4 exhaust lies after the primary cat. So if the MR2's didn't have one, I might take the chance.
Some side questions though that might sway my decision back towards option 1.
Is an aftermarket cat (high flow I suppose) better for emissions than the primary cat pictured here?
Would a motor sitting around for a year or so kill a cat, is there a way to tell if a cat is still functional?
If I get engineered with the standard dump and cat, would it be explicitly mentioned on an engineers report (ie, could I change afterwards without needed to be re-engineered)?

Just get the dump pipe. One cat is enough. Tell you what else, when I put a 3" dump pipe on my 3SGTE I felt SOOOO much difference... was almost as good as when I put the microtech LT8 on. Two best mods I ever did on that car...

I know the difference in performance is substantial, but so is the cost 
My estimates:
$350 (dump) + $200 (cat) + $300 (pipework/labour) > $300 (pipework/labour)

There shouldn't be much of a difference if it's a good quality cat

If you still have the engine out of the car like in the pic, you should be able to see the condition of the catalyst itself, look for any deterioration or if there are any bits rattling around inside

My engineers report doesn't go into too much detail on this, there is a small section on exhaust and emissions equipment, just saying everything complies (I'm running standard dump + cat also)

You could always take the cat out completely and make a couple of flanges somewhere down the line so you can swap between a pipe and a cat for rego checks/e.t.c...
...but that would be wrong...
