The Government Lies about speeding & fatal accidents (surprise)

Governments LOVE cramming impressive sounding statistics down everyone's throat to justify their blatent revenue raising from speeding fines. How many of you, I ask, know about their definition of "speeding" when involved with fatal road accidents?
Of the 38% of accidents the government says involve speeding, only 2% of those involve cars travelling over the posted speed limit.
The other 36% have a mention in the police accident report relating to "excess speed for the conditions" or similar. For Example, if you're driving through a green-light doing 58 in a 60 zone, and get T-boned by someone aquaplaning (trying to stop) doing 75 in an 80 Zone, the cops will consider you to be going too fast, considering the amount of water on the road, and put this in their report.
This then gets logged, and the government pulls this out as "speeding" for their bullsh!t statistics.
Never mind that the aquaplaning car had bald tyres, and the driver was drunk - the government still pulls the mention of excessive speed out of the report as justification of speed cameras.
Does this bother anyone else?
Here's a more in-depth explaination:

60% of people know that over 80% of statistics are made up...
Your arguement there is using statistics, the very thing it is saying can be easily falsified, to prove it's point.
(not having a go or saying you are wrong, just pointing something out)

Like I said in the now deleted threat, I see more than half the people on the road speeding most of the time. This should mean that just under half of all accidents should involve being above the speed limit (as these same people need to speed up and slow down and spend time stopped at lights and what have you).
So doesn't 38% (that we know is a lie anyway) mean that speeding is safer?

I know.
a) 2% of fatalaties involve speeding.
b) 38% of fatalaties involve speeding.
Which figure makes a more convincing arguement for robbing motorists blind in the name of safety?
My beef is with the misrepresentation of data to promote/justify a massive ca$h grab, in the name of safety.

all accidents involve speed there wouldnt be accidents if this wasnt the case its all just bs
Ive heard (just a rumour) that if the cause of the accident cannot be determind they just put it down as speeding hence some junior copper guy attending an acco where a guy has gone off the road and cant figure out how it happened they put it down to speeding even tho he might have hit an oil slick
