OBD-2 connector location in Starlet?

1998 Starlet, looking for the location of the OBD-2 connector.
Not behind the fuse box, not behind the ashtray, doesn't seem to be behind the drivers side dash at all, nor the centre dash.
Passenger side is harder to pull apart so haven't looked yet.
One possibility is behind the coin tray, next to the steering wheel - there is a blue plug there, except it only has 10 or 12 pins, with a missing gap - not the standard 8x2 pin OBD plug, and isn't mounted on anything, hanging loose on its wires.

its in the engine bay on the strut tower, and i think from memory they are OBD1 not OBD2

Not yet, as stated haven't looked under the passenger side trim yet.
Will try today as it's a lot cooler out.

would that be the "Diagnostics" plug?
i thought all cars sold after 96 were required to have the OBD2?
