are the strut tops the same 3 bolt pattern between these two cars ?! AE86 and RA28 ?

Nope they are not the same.

You can buy adjustable strut tops for ra28 though. Noltec sell them. I think they are almost identical to S13 strut tops.

how do I get in touch with Noltec ?!
and what would I be looking at paying ?

was on the look out for some s13 ones too, as we measured a pair up and the bolt holes just need to be made slightly bigger...

but if you say there are some direct for a RA28 then that would be better
