Strange valve for rear brake line

Hi guys,
I was just trying to get my rear brakes bled, and was not getting any fluid through. I traced the blockage back to a strange valve mounted just below the brake booster, it sits in line on the rear brake line just after the master cylinder. I pulled the valve thing out to find it is totally blocked and does not allow any fluid through in either direction. It does not appear to be blocked with any gunk, but still will not allow any fluid through.
It has 1 in fitting and 1 out fitting, and the word ASCO on it with arrows showing the flow direction of the fluid.
I don't know if the previous owner has blocked the rear brakes for burnouts or if this is a standard item that has blocked up or what. Does anyone know?
Any help is much appreciated.
I'm tempted to try and drill it out, but don't want to damage it if it serves some purpose.
I will try and post a picture of the thing if need be.

Don't know what sort of car it is but sounds like a brake pressure proportioning valve. If it's not obvious how to disassemble it to clean it out, why not take it to a reputable mechanic or brake repairer to get an opinion on what's needed ?
Are you sure it doesn't have a part you can fit a spanner over to undo it on one end ?

Sorry guys, I failed to mention its an RA23.
The valve thingy has a nut on one end that is about 17mm. I removed the nut to find a chamber with spring inside and a brass tube down the middle feading to the outlet (if that makes sense). The nut compresses the spring when screwed in. If it is a valve it should at least let something through with the nut removed. I have tried compressed air and various cleaning products to unblock it to no avail. I will head to the brake shop tomorrow, but its just good to know if this is a part that belongs on the car, and what function it serves.

its sounds like a proportioning valve, but they have one inlet and two outlets. if it has only one in and one out i dont think its a proportioning valve. however you should be able to clean it out none the less. my back brakes werent working previously and i found it was the proprtioning valve, but after cleanging it out it worked fine.
you could always just gut it, ive heard of people doing this to their proportioning valves on sprinters after doing brake upgrades and they have reported better stopping power.

Managed to get it unblocked, just needed to soak in parts cleaner overnight. I was about to gut it, but didn't want to stuff up any balance between the front and back brakes.
