wastegate welded shut?

its on a t28
it looks like the wastegate shaft thing has been welded to the housing.
any ideas why someone would want to do this?

thats the funny thing, it doesnt seem to be overboosting.
the boost guage stops at 9 pound every time.
either way its a dodgy mofo

Id say you must have escaping air from plumbing or a screwed compressor or exhaust wheel. Maybe who ever owned the car new the turbo needed a rebuild so they just did this bodgy. What is the performance like?
Maybe it is welded permanently open?

the turbo is on its way out, nice amounts of oil in the piping, and blows smoke.
i will have to check the plumbing thanks for that.
the performance strangely is still quite good.

Are you sure its the shaft thats welded? Its looks to me that its just the outer sleeve that is welded and not the shaft!
Remove the actuator rod and see if the shaft turns.

Surprised know one has said for an external wastegate, but if thats the case you would remove the old actuator.

Im with cool1, I thought at first glance it looked like a sleeve too. give the arm a yank and see if it still "actuate's"

These guys are dead right, it's just the sleeve that is welded in place the actuator rod passes through the sleeve to the hinged flap. All the T28's I have seen are assembled in this manner.
I have seen a guy with a 3TGTE who welded the wastegate shut on his CT26. It made uber boost and then then the engine expired Fantastic mod
