Hey guys i am buying a coilover sleeve kit and i know one crucial step to setting these up right is welding the sleeve in the correct place, which is close to your desired ride height leaving space for adjustment up or down.

Im am very clueless on this subject and cannot find much info on the net.

Were would i start. How do i find the correct welding point?

Also does the spring have much affect on the ride height and how would i order the correct spring?

Car is a ta22 celica, ra40/ta22 struts koni shocks.

It's for an AE-86 but the concepts I assume would be identical. I'm not sure if you're going shortstroke either but at least you can see pics of how it's all welded up.

Are you sure you should be attempting this kind of modification? Look through that link i sent and it will explain what shortstroke shocks are. Look for the diagrams... they're crappily drawn but should explain it clearly enough.
