Is there an online registry of custom number plates that have been taken? Or do I have to go to the local transport office?

Here in NSW we can go to the RTA.site for custom plates.
So I'd try your local registry office on line.
http://www.dpi.wa.gov.au/licensing/
This will hopfully give you what you require.
