i think you can remove the switch part on the back of the barrel - that where the problem might be - problems with the barrel are usually indicated by key not turning or very hard to insert.
there's 4/6 screws that hold the shroud onto the steering column, they screw in from underneath. you have to remove the steering wheel first. remove horn covers (screws on back of arms), remove horn (be careful not to shot out horn - often eaier to disconnect battery, then bolt holding onto steering wheel will be visible, undo nut, then use a puller (not a hammer) to pull off the wheel.
once off, it'll be obvious how to attack the switch - from memory it's removable but the barrel housing if fixed to the steering column.
to remove the barrel...i think that you put the key in, put it at accessories then shift a locking pin (i think there's a hole on the barrel you poke somethign into) and then pull the guts of the barrel out with key in place.

What he said, but there is just a couple of screws holding the switch onto the barrel. You can buy new switchs through places like Auto1 or Repco. I think they are around $20-30.

you dont need to take the whole steering wheel off though!! I replaced the one in my RA28 aaaaages ago and i dont remember having the steering wheel off....
once you have the steering column plastic covers off, you can see the switch part of the ignition barrel with the wires coming off at the opposite end of the barrel to where you insert the key. One phillips head screw and she is removed from the barrel, and then unplug the 6 pin plug that is at the end of the wires coming off the switch (should only be 20cm long) ... and now replace.
