{WA} cert required for air filter? WTF?

my 4age equipped ae86 came with an aftermarket air filter on it (finer filter to be specific) but i've been told by some people that i need to have a certificate from transport/dpi to say that it's 'all good'. is this true?
it's just a bleeding air filter... the engine swap itself has been cleared with transport dept, but an air filter?
/me looks surprised.
wow.
on a slightly different note, who knows anything about the requirements/costs etc of having one's car re-registered as a 2 seater in WA? i'm wanting to stick fixed back seats in the front, and i never use the back seats anyway, so i figure i might as well make it legal and do it properly...

Its on the transport departments website I think about airfilters. Actually, just looked and no its not listed, I'd be inclined to just drop them an e-mail otherwise you may end up with just someone's opinion...

I am not sure about the WA regualtions. But I was told by an engineer once that the open air-filter issue is due to the increased induction noise that the engine makes in the absence of an airbox/resonator arrangement. You might just be better off asking an engineer what the go is (with respect to the relevant ADRs that apply to your car).

i have heard mention of this before and someones answer was that it was due to excess noise produced by induction. Not sure on laws in WA though.
