How to lube cables ?

We have decided to get my dads boat up and running but one of the cables is stuck.
How can i free it ? do i have to take it out of the casing or is it just a throw away ?
I've tryijg all sorts of penetrating agents but none can get inside.

I'd say a new cable is better, you don't really want an unreliable cable on a boat!!
