Engineering certificates and defects

Hey guys,
Just like some clarification on this issue. My friend tells me that anything can be legal as long as you have an engineering certificate authorising it and of course you have to register this with the RTA or whatever in your state. I was under the impression that they have limits with stuff like this. For example, my friend says that hydraulic shocks are legal as long as you have an engineering certificate supporting it, but I was under the impression you are not allowed to have them legally on street vehicles.
Please reply to relieve me of this confusion.

1. Call RTA, ask for list of certified engineers
2. Call engineer in your area, ask questions on modifications you wish to do
3. ????
4. Profit

I knew there were limits like I dunno, something about allowable engine capacities...but oh well, I guess I shouldn't worry until I actually have the money to do any sort of conversion eh?! I'll worry bout it then!
Thanks anyways!
