is it illegal to have
(1) the turbo sticking 1/2 way out the bonnet
(2) to have tweeters in the a-pillar
(3) to take out the back seats
(4) to cut the gear stick and weld it so its shorter, or can you buy one?

1) Yes. Illegal.
2) No. Not illegal generally, unless you mount them on a massif pod blocking vision.
3) Yes and No. Here it needs to be re-registered as a 2 seater.
4) No. Only if an engineer is satisfied with it's safety and puts this on paper.

Turbo can be above the bonnet but it must be completely covered and safe to touch.
ie, fibreglass moulding over it (bulge)
And like Frank said, the last 2 can be engineered.
Your car will just be registered as a 2 seater (remove the belts too

how about you TALK TO AN ENGINEER AND YOUR LOCAL REGISTRATION AUTHORITY.
They will be able to answer your questions far better than us as they are ultimately the people who make the decision!!

as far as the tweeters i doubt you would ever get busted for it unless they were in a genuinly dangerous position however they would be considered the same as guages on the a-pillar .. illegal.. citing visibility issues and crash saftey issues. howver given the size of the average tweeter if you mounted it at the bottom of the pillar near the dash i imagine you'd be fine.
