I have never heard of a collapsible boss kit. It is the column that is collapsible, a steering wheel boss is a piece of cast/machined aluminium.

Usually the more expensive kits such as momo all are collapsible. My car is about to undergo an inspection beofer it is registered and I do not have the original steering wheel. It came with a momo wheel and a HKB boss kit.
I've been told i might have trouble getting it through if the boss kit is not collapsible.

seems to be a british thing, for cars without a collapsible steering column.. needed to pass SVA test.

i'd feel pretty unsafe knowing there was a solid column waiting to pierce my brain, collapsible boss or not....
oh wait.. i do have a solid column bugger...
i would not be confident that there are legal in Aus..
anyway, all you need to do is to look inside the boss. if it looks flimsy and breakable, it's collapsible.
if it looks sturdy, it's not
