Id go either a GT3540R (700hp) with a 0.82 rear housing or a GT3040R (600hp) with a 1.06 rear housing.

mmmm, theres only one small ballbearing model which is the GT25R rated at 250hp. Its internal gated, T2 flange and a 0.64 exhaust so it'll flow enough but might be a tad laggy. Theres also a plain bearing T1545S with internal gate and 220hp rating.
GT25R are $1200ea
T1545S are $850ea

The combined flow capability of the two turbos would be 640hp which would equate to around 480rwhp or 360rwkw. Thats assuming optimum flow and tune of course, so 300rwkw would be a safe bet yes.

because you need something to open the valves
I would have thought cams would be necessary at that power level but not so sure about the gears.
