Are you sure you aren't just being paranoid?
Been smoking much of the green and purple stuff in your purple car??? 
It could be the boss kit from your steering wheel rubbing on the plastic steering column surround... seems to happen with a lot of boss kits.
Otherwise just grease up your uni joint, check your PS fluid and make sure there are no obstructions in the way of your steering column (random wires from alarm install / stereo install etc.)

The shroud of the bosskit used to rub on the steering column surround, but not anymore. Made a completely different sound too. 
There are no wires around that area, outside of the main loom. How easy is it to grease up the power steer uni-joint? From what I saw of the firewall area when the engine was out last, I got a brake booster in the way (almost directly over it), and not much room to manoeuvre around with a tight-fitting 3S-GTE in there too. I'll have another look this afternoon to see if I can access it.

Nah not the horn ring contact, it's secured by 6 bolts. No it's deeper in the steering column. What does the power steering sound like when it's low on fluid? That's about the only other thing I can think of.

when it's low on fluid you get a groaning sound coming through the whole system. Mine makes a similar noise as yours, only on cold starts as well. After replacing steering rack and power steer pump, it's been narrowed down (accoring to the ps pump guys) to a noise you sometimes get from the ps hoses being in contact with the body or engine. no danger, just annoying.
cost me a pretty penny to find that out as well

Interesting. Regarding the cold-starts, does it happen intermittently or all the time?
I took a look down the right side of the engine bay earlier and there's really not much to see. There's too much stuff in the way to see the steering column, which makes me think I could possibly get to it from under the car instead.

Yeah sounds pretty much like mine. After I get mine up through warm-up, I'll pull out of a parking spot and hear this *eerkk* noise from the steering wheel. I think it's just from the first turn of the wheel, which is for s split-second then you don't hear it. I have my radio on most of the time so I don't hear it as much, but when the radio is off the noise is still there, but it's dull by comparison.

The noise can be a couple of things (1) low oil (2) relif valve opening (3) worn pump (4) rack and pinion by passing alowing a greater flow of oil thus causing the pump to work harder these are common problems which i encounter while working hydrulic pumps. Also depends on what type of pump they run are they vaine, gear or piston?
