i have just been offered a custom billet cam for my 4k. What are the benefits of such a cam over a standard regrind?

Depends on the specs.
Regrinds are where they weld more metal onto the cam, and then regrind it to your specs.
They tend not to last as long.
Billets however should last as long as a factory cam.
