Victorian Parking Restrictions

A few weeks back i was at my mates party, and i had my car parked ouside his house on the street. About an hour into the party someone comes up to me and tells me my car has been hit from behind. So i go out and the guy that hit it is standing there next to my car. He tells me that a dog ran across his lap and he lost concentration on the road. He also admitted to having alcohol in his system. How much i dont know
So im calm at this point, i get his details, he doesnt have insurance and i dont either. After this, my friend tells me that after he hit my car, he quickly reversed his car back down to his driveway (he lives only a few houses down). But luckily people were standing outside and saw the accident and ran after him and got him to come back. So im not happy at that.
So i ring him up and tell him the car is a write off which it is. And i tell him i want $1600 for my car, cuz thats what i paid for it. Anyway cutting it short, he wont pay because he says i was illegally parked. Now i went back and looked at where i was, and i was parked opposite a single continuous white line, im not sure if this is illegal, cuz vicroads rule book isnt really clear on it. And i wasnt parked oppposite a driveway, and i was just over 10 metres away from a small T intersection.
So my question is it illegal to park opposite a single continuous white line.
Sorry for the length its just im soooo pissed off that this prick could possibly get away with it. And im stuck with a rooted car. But i have eye witnesses to say he tried to leave the scene of an accident, not sure if that helps me or not.
Any help or advice would be of great appreciation to me.

Say "Hi there, I was wondering about the legalities of parking oposite a single unbroken line?"
Officer "Okay, why?"
You "'cuz a friends house has no parking 'cept oposite a single unbroken white line. I wanna know if I can park there or if I have to drive around the corner to park."
Officer *tells you the law*

Even if your car was illegally parked, I fail to see how that nullifies any blame on the person that smashed into your car.
If I park in a no parking area and an alcohol affected person admits to smashing into my car, writing it off, is he totally excused from his mistake?
Let this be a lesson to you.
Get insurance. Then they take care of it for you

As far as I know, a single white line just means no overtaking. Otherwise it's the same as a broken white line. I guess I should check out the rules too.
