Seat Belt Bolts

Does anyone know how to get out seat belt bolts without drilling or cutting them out? I have been trying to get the damn things out but I can't get them to budge. I want to get new belts for my 73 Celica ST but the bolts are round so I can't use a socket and breaker bar. They are slotted for a large Phillips head screw driver but how do I get a screwdriver to exert enough torque to break them loose? Any tip? Please?
Try an impact driver to loosen then initially, if they are the ones in the floor have a look from underneath to see if theres any rust on the bolt and give it a quick touch up with a wire brush.
