Windows Megia Encoder 9 is pretty handy, it's a FREE microsoft program. It will compress the video and lets you set the frame size to whatever you want. Just bung it into google and you'll get a downloads site.
Or if you want to edit the video some, them compress I use Sony Vegas 5.

If you're using XP then you should already have Windows Movie Maker on your computer, it's good for compressing low quality clips. Otherwise I usually use STOIK Video Converter, it's another free program which does a pretty good job of converting MPG to AVI/WMV & vice versa.
Not sure how the new version is, i'm still using version 1.0

The programs i have are WinMPG and VirtualDub
Use WinMPG to convert from mpg to avi then use VitrualDub to edit the video and also compress video/sound. I think VirtualDub also supports mpeg but im not to sure on that, havent used it for a while.
Both are free downloads, dont know where though, try google thats where i found out about them
