Fuel Line Blockage ?

I have an RA23 with a 1G-GZE and external electric fuel pump supplying a 8mm line to the motor while the original 6mm line carries it back to the tank. The fuel system is stock and the injectors where cleaned and tested not long ago.
How can I tell if any of the fuel lines are blocked ?
The engine is running rich and has no power. The fuel pump used to make a continous buzz when it was on, now it changes pitch and tone and sounds like it is struggling.
Would this cause a lack of power ?

remove return line at tank and run to bucket (away from exhaust)
maybe the return line is blocked, or maybe the pressure reg is not functioning properly, giving high rail pressure and over-rich conditions?
