1JZ Timing problem

Okay may be a bit of a tricky one but we will see...
The timing belt tensioner pulley has a pressurised little cylinder that tensions the pulley, and seems to have a huge amount of pressure. Or it is stuffed. I can get it to move onley in a vice. I was just wondering if anyone would know if these are meant to have a large amount of pressure or if you are supposed to move it by hand. I thought I would check this before putting it back on to make sure it is okay or if it isn't. I'm basically at the cost of an engine here, so I'm trying to be careful.

tes vicer is only way u will move it
this is normal
u need a tiny allen key or somehting to locate it in closed position then fit it to engine

yep sideshow is right, the method to install the tensioner is to put it in a vice, and then use an allan key to hold it in the down position. Install it and the timing belt onto the engine, and then remove the allan key. 
If you can move it by leaning on it against a wall/floor etc it is stuffed.

Just a word of caution:::,"use small increments when turnining the vice handle" It may take 5 minutes to compress this way, but you will not stuff the tensioner.
