Just need a decent scooter to get around on.....Fuel efficiency is the main factor here ....thats the whole reason im getting one....to save money ....
Something around the 75 - 100 cc size would be suffice

from what ive heard you only need a car licence to hire them but if you own one then you my need to get a motorbike licence.

Well.. One night.. after a few beverages Im riding home.. cops pull me over.. inform me that 2 days before hand new laws were passed and a 1200 Dollar fine come with one of those things if your caught riding it..
The only way to have it legit is to Register it!!
That means.. Number plates.. Lights, Brake lights, Indicators.., has to pass engineering for noise etc.
All in all.. forget it. .. Just buy a 3 cyl charade or something.
