Do a search.
http://www.toymods.org.au/msgboard/index.php?t=sea rch
There should be plenty of information on fitting bleed off valves or boost controllers...
There should also be plenty of info floating around the internet.
Basically, you put a T-pipe in the line that opens up the wastegate. Fooling the wastegate into thinking that there's less boost than there actually is so that it stays shut until the required boost level.
Hope I'm making sense.

Oz_Craig, sorry dude. No pix, but I'm sure there are plenty on the internet.
Dabbid, from memory, the stock turbos are pretty suspect after 14psi and the sane limit is considered 16psi...

Hey fellas, are you putting a separate bleed on each turbo or are you t'ing the wastegate actuators together and using only one bleed??
